Chapter 23. Carriage of passengers

• 174. When carrying passengers, actual mass of the vehicle must not exceed technically permissible total mass of the vehicle, established by the organization (factory)-manufacturer.
• 175. Carriage of passengers in the truck's bed must be carried out by drivers having experience in driving power-driven vehicles of this category of more than three years and a driving permit giving the right to drive a power-driven vehicle of the category C, and when carrying more than 8 persons (including the passengers inside the cabin) — the permit giving the right to drive a power-driven vehicle of categories С and D (except for carriage of passengers performed under the established procedure by servicemen).
• 176. Before moving off, the power-driven vehicle driver must give instructions to the passengers on the procedure of their boarding (placing and alighting) into the bed, and also about the rules of conduct during the travel.
• 177. The number passengers being carried in the truck's bed with the side platform, in the body-van cannot exceed the number of equipped seats.

  Travel in the truck's bed with a side platform or in the body-van, not equipped for the carriage of passengers, is allowed only for the persons travelling to get the cargo or accompanying it, provided that they are given sitting places located below the level of side borders.

• 178. When carrying children under the age of twelve on the back seat of a car it is recommended to use a special child restraint tool (seat).

  An adult passenger on the back seat of a car is allowed to have one child under the age of twelve sitting on his lap, provided that this passenger has his seatbelt fastened.

• 179. When groups of children are being carried in a bus, every child must be provided with his own seat, and there must be at least one accompanying adult in the cabin for twenty children. Identification mark “Transportation of children” shall be placed to the front and to the rear of the bus.
• 180. The driver of the vehicle is obliged to carry out the picking up (setting down) of passengers only after the full stop of the vehicle and to move off — only with closed doors and not to open them till the full stop. And the driver of a route vehicle is obliged to stop for carrying out picking up (setting down) of passengers only at marked stop points.
• 181. It is prohibited to carry:
• 181.1. passengers with violations of the requirements set out in clauses 174–180 of these Rules and other requirements established by these Rules in relation to the carriage of passengers;
• 181.2. passengers outside the saloon (cabin) of a motor vehicle (except for cases of the carriage of passengers in the truck's bed with a side platform or in a body-van), the cabin of a wheeled tractor or self-propelled machine, in a trailer, in the bed of a cargo motorcycle and outside sitting places provided by the motorcycle construction;
• 181.3. passengers exceeding the number provided by technical characteristics of the vehicle;
• 181.4. passengers in a power-driven vehicle used for training, driven by a trainee, with the exception of instances of taking the qualifying practical test to get the permit to drive a power-driven vehicle and conducting control tests of the training organization;
• 181.5. children under the age of twelve on the front seat of a car in the absence of a special child restraint device (seat), and also on the back saddle of the motorcycle, moped;
• 181.6. children on the lap of the driver, or a passenger on the front seat of a car;
• 181.7. children in the truck's bed with a side platform and in a body-van.
