Chapter 2. General rights and duties of road-users

• 6. Road-users have the right to:
• 6.1. being ensured of safe and effective road traffic conditions;
• 6.2. receive reliable information about safe conditions of the road traffic, reasons for limiting or prohibiting movement on roads, quality of products, works and services, connected with ensuring road traffic safety, from state bodies and authorized officials;
• 6.3. receive medical treatment in the event of a road accident;
• 6.4. appeal, according to the procedure established by the legislation, actions (omissions) of state bodies implementing the state regulation and administration in the sphere of road traffic and ensuring of its safety (their officials);
• 6.5. compensation of damage caused to them and/or their property, under the procedure established by the legislation;
• 6.6. enjoy other rights in the sphere of road traffic, provided by these Rules and other acts of legislation.
• 7. Road-users are obliged to:
• 7.1. know and comply with the requirements of these Rules, relevant to them, and follow:
• 7.1.1. signals (directions) of an authorized official directing traffic (hereinafter — signals of an authorized official directing traffic );
• 7.1.2. traffic light signals (unless otherwise determined, hereinafter — traffic lights) types of which are given in Annex 1 to these Rules;
• 7.1.3. road signs according to Annex 2 to these Rules;
• 7.1.4. horizontal and vertical road marking according to Annex 3 to these Rules;
• 7.1.5. the list of faults of vehicles and of conditions under which their participation in traffic is prohibited, according to Annex 4 to these Rules;
• 7.1.6. distinctive signs of vehicles according to Annex 5 to these Rules;
• 7.2. cause no obstructions and danger for the road traffic, act in good faith, in a correct way, be attentive and mutually polite. Each road-user abiding these Rules is entitled to count on the fact that other road-users will also carry out requirements contained therein;
• 7.3. while accompanying children, take all necessary measures on preventing their independent exit to a carriageway (except for built-up and pedestrian areas);
• 7.4. take measures on preventing road and environmental contamination, not to throw away garbage and other objects outside specially destined areas for such purposes;
• 7.5. fulfil other duties in the sphere of road traffic, established by these Rules and other acts of legislation.
