Chapter 7. Other elements of vehicle's construction

• 35. Systems, units, body elements and separate details, specified by the vehicle's design, are absent.
• 36. Audible warning device does not function.
• 37. Windows and/or window openings of the vehicle have additional items installed, not specified by its design, or surfaces applied, including films*.

  *These requirements:

  — do not apply to films, coats or sputtering, fitted on top of the windscreen of the vehicle, of a width not exceeding 140 mm, as well as curtains on the windows of a bus, blinds or curtains on the rear window of a car if they have rearview mirrors on both sides;

  — do not apply to vehicles used for transportation, escort and security of officials subject to state protection in accordance with the legislative acts.

• 38. The following elements specified by the design of the vehicle do not function:

  — locks of the body or cabin doors;

  — locks of loading platform borders;

  — fuel tank locks;

  — cistern neck locks.

• 39. Plugs of fuel tanks, cistern necks are not hermetic.
• 40. The following elements do not function:

  — the driver's seat adjustment mechanism;

  — emergency exits, devices controlling them;

  — door control drive;

  — speedometer;

  — anti-theft devices;

  — window heating and airing device.

• 41. Rear protective device, mudguards, splash shields, specified by the vehicle's design, are absent.
• 42. Fifth wheel of the towing vehicle and kingpin of the trailer unit are defective, and also safeties cables (chains), specified by the design, are missing or defective. There are free plays in the joints of the motorcycles frame with the side car frame.
• 43. Tachograph is defective or does not function.
• 44. The following items are absent:

  — in a bus, truck and car, wheeled tractor, self-propelled machine — first-aid kit, fire extinguisher, warning triangle, and in a truck with technically permissible overall mass of over 3,5 tonnes and a bus with technically permissible overall mass of over 5 tonnes — also wheel chocks (at least two). In a bus and a truck designated for the carriage of passengers, one fire extinguisher must be placed in the driver's cabin, and the second one — in the passenger saloon (vehicle's body). The fire extinguisher must be in working order and certified;

  — on a motorcycle with a side trailer — first-aid kit, warning triangle.

  The first-aid kit must contain medicines (articles) suitable for use (with a valid expiration date), in accordance with the list approved by the Ministry of Health.

• 45. The vehicles not belonging to operative and special services use flashing signals (beacons), sound signals with tone alternation and color-graphic schemes provided by the technical normative legal acts for the respective vehicles.
• 46. Safety seatbelts are absent if their installation is specified by the vehicle's design, seatbelts have visible tears on the straps or defective working mechanism.
• 47. Registration plate of the vehicle does not comply with the requirements of technical normative legal acts.
• 48. Motorcycle has no safety rails specified by its design.
• 49. Motorcycle and moped have no steps, transversal handles for passenger in the saddle, specified by their design.
• 50. Additional elements of brake systems, steering mechanism, fuel supply system, other units and aggregates, specified by the vehicle's design, requirements to which are regulated by this Annex, are absent, or are installed without a consent of the organization (factory)-manufacturer or another authorized organization.
• 51. There are significant visible damages of details of the body (cabin), painting of the vehicle and/or its painting does not comply with the one indicated in the certificate of registration of the vehicle (passport of the vehicle (chassis of the vehicle).
• 52. Identification sign of the vehicle does not comply with the requirements of the Rules of the Road and technical normative legal acts.
