Chapter 27. Duties of officials and other persons on ensuring the road traffic safety

• 208. Officials and other persons of transport and other organizations, responsible for the technical condition and operation of vehicles, are prohibited to let them participate in road traffic and to allow drivers to drive vehicles, violating the requirements established by these Rules and other acts of legislation.
• 209. Officials and other persons, responsible for the exploitation of roads, road structures, level-crossings, and technical means of the road traffic organization, are obliged to:
• 209.1. maintain roads, road structures, level-crossings and technical means of the road traffic organization in accordance with the requirements of the technical normative legal acts in the condition ensuring the road traffic safety;
• 209.2. timely take measures for restricting or prohibiting the traffic of vehicles on the roads or some sections thereof, after having notified SAI.
• 210. Officials of the road-maintaining, constructing and other organizations, and also citizens carrying out repair works and other works on the road and/or adjoining territory are obliged to:
• 210.1. arrange the marking of places where repair works and other work are performed on the road and/or adjoining territory, of road construction machinery, building materials, structures and other objects, left on the road and/or adjoining territory, by the road signs, fencing and guiding devices, detour signs, and at night-time and/or upon insufficient road visibility — additionally with lanterns emitting red or yellow light;
• 210.2. take immediate measures to bring the road in the conditions ensuring smooth and safe road traffic after finishing the repair works and other works on the road and/adjoining territory;
• 210.3. take measures on preventing pollution of roads.
• 211. Workers of road-maintaining, constructing and other organizations, and also citizens must, when performing repair works and other works, wear high visibility clothing the design of which is to be determined by the Ministry of Transport and Communications.
• 212. Road operating and municipal services must take immediate measure on eliminating the consequences arising on the road as a result of emergency and other situations decreasing the road traffic safety, as well as on removing vehicles damaged as a result of road accidents. Bodies and units on emergency situations shall participate eliminating emergency situations arising on the road as a result of road accidents.
