  • Chapter 4. Rights and duties of pedestrians

    • 16. The pedestrian has the right to:
    • 16.1. move on roads in accordance with these Rules;
    • 16.2. priority crossing of the carriageway at a non-regulated pedestrian crossing and also at a regulated pedestrian crossing upon authorizing signal of the authorized official directing traffic or the traffic lights.
    • 17. A pedestrian is obliged to:
    • 17.1. walk on a sidewalk, pedestrian or cycle track, and if none is provided — on verges.

      If none of the mentioned road elements is provided or it is impossible for pedestrians to use them, it is allowed that pedestrians walk on the carriageway close to its edge, opposite to the direction of traffic of vehicles.

      While walking on the edge of the carriageway at night-time, a pedestrian must signal himself with retroreflective element (elements). Retroreflective characteristics of such elements are established by technical normative legal acts;

    • 17.2. pass (cross) the carriageway by underground, overground pedestrian crossings, and if none is provided, having made sure that stepping onto the carriageway is safe — over a level pedestrian crossing (and if a level pedestrian crossing is not provided — at an intersection along the line of sidewalks or verges);
    • 17.3. when no underground, overground crossing or level pedestrian crossing is provided in the field of visibility, pass (cross) the carriageway over the shortest trajectory in the section where this road is clearly visible in both directions, having made sure that stepping onto the carriageway is safe and by his actions the pedestrian will not cause obstruction for the traffic of vehicles.

      When crossing the carriageway outside underground, overground, or level pedestrian crossings or intersection at night-time, a pedestrian is recommended to signal himself with retroreflective element (elements).

    • 18. A pedestrian is prohibited to:
    • 18.1. walk at edge of the carriageway if there is a sidewalk, pedestrian or cycle track, verge on which the movement of pedestrians is possible, with exception of the instances mentioned in clauses 21 and 135 of these Rules;
    • 18.2. linger or stop on the carriageway, including on the line of horizontal marking separating opposite flows of vehicles, with the exception of stopping on traffic islands;
    • 18.3. pass (cross) the carriageway outside underground, overground, level pedestrian crossings on a road section:
    • 18.3.1. with divisive zone, divisive strip;
    • 18.3.2. with the total number of traffic lanes of six and more;
    • 18.3.3. where road barriers are installed;
    • 18.4. step onto the carriageway from behind a stopped vehicle or another object limiting the road visibility without having made sure that there are no oncoming vehicles.
    • 19. At night-time and/or at insufficient road visibility in the event of walking on the verge or on the edge of the carriageway, a pedestrian, pushing a cycle, moped, motorcycle without sidecar, marked with rear (side) position lights, signal lights or retroreflectors (retroreflective bands), must walk in the direction appropriate for the traffic of vehicles.
    • 20. When a vehicle with switched on blue or blue and red beacon lights, a pedestrian is prohibited to pass (cross) the carriageway, and a pedestrian being on the carriageway must leave it taking precautions.
    • 21. Movement of an organized pedestrian column on the carriageway is allowed only in the direction appropriate for the traffic vehicles on the right side, but not more than four persons in a row. At day-time there must be accompanying persons with red flags in front of and on the left side behind the column, and at night-time and/or upon insufficient visibility of the road, in front of it — accompanying persons with a white light lamp and behind the column — with a red light lamp.
    • 22. It is allowed to guide groups of children only on sidewalks, pedestrian and cycle tracks, and when they are not provided — on verges opposite the direction of traffic of vehicles and only at day-time. In doing so their movement shall be carried out in a column of not more than two children in a row, accompanied by adults, of at least one accompanying person per twenty children.
